I've used frozen water bottles in my milksnakes cage to help keep temperatures down. My apartment was getting over 95 degrees last summer and it seemed to be helpful to keep temperatures down. I was worried that it would be bad to keep the snake in such close proximity to the cold temperatures, but it never seemed to be a problem with me.

As far as water, I use tap water for both of my snakes.
