Well I think it's because, as mammals, most of our energy and exercise results in keeping our bodies nice and warm. =] Since snakes are cold blooded I suppose they don't have to exercise because their body temperature is dependent on their enviornment. Dunno if I'm right, but it seems like the best explanation.
