are you sure your tuning them down and not up people have made this mistake many times. because i use dimmers some times and on there lowest setting a heat pad should give off no heat. (lowest setting is in fact OFF)

Plug a lamp into it and test. make sure its not a fluorescent bulb as they dont dim and will blow.
