snakes usually burrow inside their hides to where they are touching the surface of the enclosure anyway, so if that is at 90-92 you may be ok.
Actually if the snakes burrow down like they usually do, it sounds as if his temps would be way too hot at the bottom of the substrate.

Use no more then half an inch of substrate and make sure the temp is set at the bottom of the substrate, right on the enclosure surface. The balls will move the aspen and find the 90* temp.
