Do you know what agency licenses "pet dealers" in your state? These agencies have to do regular inspections. I would find out who does the licensing and call / email them. When you do, be specific (talk about living conditions, physical signs of distress, etc.).
I would let the agency know and see if they will do a surprise inspection. You could alternately take that info and approach the local petco manager (as well as contacting corporate) and tell them that you will inform the licensing agency, etc.
Finding out what local animal welfare laws apply to will also help and if you can, report them to animal control (or who ever oversees that).
