    Oppressive laws very rarely keep everyone from doing something. The only way interstate transport of species under the Lacey Act is going to come to a complete halt is if the feds dedicate huge amounts of resources to enforcement. Transport may slow down, but I'll be surprised if it gets to a point where inbreeding damages any particular breeder's population. It'll be dangerous, and I wouldn't be willing to risk it, but for sure some will.
