If you can get the temps to those levels in your wooden viv I'd say you are golden - assuming you are measuring with a good digital thermostat inside the hides where the snake actually is. If you are measuring half way up the wall with those little dial analogue junkers then notsomuch.
UTH's really can't get the heat through 1/4 inch of melamine very well so if you were forced to use on I would put it inside then put some kind of covering over it like glass or tile with a spacer of some description so the mat isn't completely sandwitched tight between the surfaces. You will need a hole to put the cable in anyway and enough space for the thermostat probe so add a few extra holes for airflow to the outside of the viv and then silicon seal it so it is completely watertight (or pee tight to be blunt ) from the inside.
Bit of a hassle really and the silicon would need at least 24 hours to cure before the snake could be put back in.
So, if your temps are fine 24/7, I probably wouldn't recommend it.
I kept royals in viv's with ceramic heaters for years before I moved to tubs - though it does murder the humidity.
Tubs win every time though - they suit the snakes natural behaviour and needs a lot better.
