Are there any laws like this in the UK? I've not heard of anything as major as that, I am always hearing of snakes not being allowed to move within the US

I haven't heard of any UK laws. But then again I don't really pay attention. I really doubt you guys would have any bans. They're considering putting retics, boa constrictors and 3 anaconda species on the Lacey act, which bans interstate travel. Which really sucks for people in a state where there are no breeders for an animal you want (like me). I guess it's to stop them spreading and invading other areas than the Everglades even though most species couldn't incubate eggs anywhere else other than northern Florida at the most.

I don't believe that they do. Reptiles shed because their scales cannot "grow" like skin can. Therefore, they have two layers of scales: the outer which is "in-use" and the inner which they develop to replace the outer as they grow and shed.
Scaleless reptiles shouldn't need to shed, because they don't have any scales to restrict their skin's growth.
This is as long as scaleless snake = no genes for scales are active. I don't know how it would work if they somehow switched off the outer-epidermal scale layer and left the softer-inner layer on.
