When to start pairing again.
I started pairing two of my females at the end of September last year. One of them laid in June while the other just laid at the beginning of august. It took one 9 months and the other 11 to lay. So I’m assuming I just started pairing them before they were growing follicles. When should I start pairing them for the next season? Should I wait until January or February? They are both 100+ grams over their pre pairing weight. So, I am just waiting for them to start growing follicles again.

I have not cooled my ball pythons in the past. I feel like since they laid so late this year that November is to early to start pairing again.

You aren't starting pairings in Nov, that is when you start conditioning with temps.
Jan is when you start pairing, and if either of them are still underweight, then skip them for a year and give them a chance to catch up.

Where it says "finalize pairings" that means making plans, not actually put them together, if thats what got you confused.

Really depends on how you go about it and the condition your male is in. I stick to max of 1:6, but I've heard of some people doing less. Always good to have backup males in case though!
