Many cities and towns however have restrictions in place. I know that Northfield (the town where I went to college) specifically restricts venomous reptiles.
I don't know much about other exotic pets in Minnesota, but I believe that there are regulations that specifically mention native wild animals (wolves, raccoons, skunks, porcupines, etc). However I don't know what those regulations say.
Actually you need permits to own species of special concern. I know for sure you need state permits to own blandings turtles, I believe that timber rattlers are on that list as well. But for the most part animal regulations are included in the ordinance of local municipalities

VA is one of the more restrictive states when it comes to pets...honestly though I personally think that the entire US state by state BS about pets is overly restrictive....I feel like half the time laws are made just to make laws and have the government be able to point and say "Look I was productive during our session".
Some of the laws I do agree with....and a few very specific ones I think should be federal and not state by state...just my 2 cents

Texas lists lynxes, bobcats, and servals as "Dangerous Wild Animals" and the licenses and requirements to own them are outrageous and impossible. What's worst is that all Savannah cats, because they're decedents of servals, are considered "Dangerous Wild Animals" as well, regardless if they are F4's or F32's. Again, extremely stupid. The only cats you can really keep here are domestics and Bengals.
Freshwater stingray are banned too, I believe.
Reptiles are good to go though. I'm not aware of crocodilians requiring permits or whatnot, and the only snakes that are regulated- under a rather cheap annual permit- are the African Rocks, Burms, Indians, Retics, and Green Anacondas, as well as nonnative venomous snakes. The permit requires $20 and $60 if you want to sell them as well. They must be renewed annually.
There's a lot of confusion as to the legality of fennec foxes though, thanks to the poor wording of the law. It depends on who is interpreting the law and how they interpret it.
Now, I'm not aware of all the local laws, however.

Here in Missouri you can keep up to five native species, reptiles, amphibians, or turtles. You could have five snakes, or two snakes, and three turtles..I think you get the idea. However you can not keep any venemous reptiles, which we only have five. Osage Copperhead, massasauga rattlesnake, pygmy rattlesnake, timber rattlesnake, and water moccasin.
