I would definitely not recommend it, while it is feasible, if a frog was to fall, it would be history. Also, it would be hard to provide the environmental requirements for both species. What I would do is raise the water level a good bit, and maybe add some fast fish, or a Pleco.

How big is the tank? How much water do you have in it?
I wouldn't recommend mixing unless you have a huge tank you could put a decent amount of land in. Even then, the height probably isn't good enough for most frogs. Those painteds are aquatic so the tank should be close to full as it is.

Not only would your frog be a possible snack, it would be almost impossible to keep the cage clean enough for frogs. Amphibians absorb everything through their skin, and sharing a tank with a turtle would not be a good idea. Even keeping different species of frogs together isn't a good idea. While turtles and frogs may share similar environments in the wild, they are not forced to stay in a confined area. Maybe you could use some reptile safe plants to use the upper space of the tank?
