I don't know about tegus, but monitors will sometimes, usually when they are uncomfortable. I find it very rare that monitors chirp, but some do so I would think tegus could as well.

I have never heard any sounds from any of my tegus except for hissing (rarely), and the odd wheaze when pushing out a large "crap"!
No chirping, or barking or tweeting. Not from tegus or monitors.
