I'm gonna repeat what's already been said:
1. At least do do a fecal (the lizard, not you).
2. The small white bugs are probably from the substrate.
3. Get that hot spot cranked to 120.
4. Take the lizard to the vet, not your sister.
Once he's parasite free and nice and warm, he should eat for you.

Yeah I'll try to get a hotter bulb, and a bulb for the night time, AND make sure my sister gets him to a vet. I know of a very good vet that gave me the injections for my Kingsnake's RI a while back, so I will for sure go to him again.

That made me LOL, but if I get some feces from the enclosure, am I supposed to put it in a plastic bag and freeze it?

That's what I was thinking too, I never really heard of any external parasites being white, but ya never know.

Will do captain.

It's her lizard, so I will go with her to the vet and explain everything to him.

I sure do hope so.

Refrigerate it - don't freeze it.
You can use your hand or a teacup or one of your good silver spoons but I think a plastic bag may be a bit more acceptable to your parents - CoolioMom and CoolioDad.
If you want a good laugh, you could also put it into you sisters retainer case.....
I'm glad your cleared that part up about your sister and going to the vet. From the post I quoted it seemed as if you were taking her to the vet in lieu of the monitor.
