Looks like a piece of something stuck in there, to see if a snake had mouth rot you need to OPEN the mouth.
Use a popsicle stick of something similar, grab the snake behind the head (on each side) apply a little pressure on both side and slide the stick in the mouth. Keep the stick in the mouth and examine the mouth.
You might be able to rinse it out with water, if you're afraid to pry open his mouth all the way...hold his head (that side) under a trickle of cool water at sink, or use a
squirt gun.
