Has anything changed in his enclosure? My first thought would be allergy, my second thought would be respiratory infection but that isn't likely if there has been no change.
Anything happen to him recently? What has he been like the past few months?

Eyes swollen can be typical sign of using the wrong UVB. What kind of uvb do you use, I need the brand name and if its a tube fluorescent or a bulb swirly fluorescent.

It could be a variety of things, but I'll bet either vit def, or RI. It's hard to make sure you have the right uv for him/her. There are allot of brands but I've found (through the use of a uv meter) that many don't even penetrate more then a few inches, that's cut down even by a screen top. A vet visit is what I always recommend, and keep us updated, I hope he is doing better.
