Are those temps inside his hot and cool side hides?
If possible the cool end should be a bit lower (around 80-83 ) inside his hide just to give him as much of a good temp gradient as you can.
I think I can see the probe from a digital thermometer in there so I take it that is what you are using?
48% isn't that far off for normal humidity - I imagine getting it up to 60%-70% for shedding drives you nuts though.
Have you tried a second waterbowl? The greater the surface area the better - depth really doesn't matter at all in raising humidity.
