How heating tapes work for racks??

how much are you planning on spending to make a rack? i made my own and could've gotten one cheaper from this guy (dragons4you.com). i actually bought the smaller one from him not too long ago.

Thanks for that site, I'm thinking I'm gonna get the $195 rack w/ different option (not the sweater rack one).
