I also have a 20 gallon tank and I'm keeping a steady 40 at the lowest in this Northeast winter weather!
Are you using a digital device to measure the humidity?
Are there any plants in the enclosure?
Also, could you provide a picture? It might help a little bit more.
You could consider making your own humidifier. It's really simple. I can find the instructions if you'd like.

I live in california, its in the 80's today. so its not really "winter" for me...
I dont have a digital device..
just a little round one you stick on the cage..
i just dont get how its getting mold..
if its barley at the 40's
here it is...

That digital stick on thing may be part of your problem. They are usually pretty inaccurate.

iv never even looked at one or seen one before, cause iv never had to deal with humidity =/

You can also get one at Petco. You usually just put it on the ground in your enclosure and it gives you a digital reading.
I like my stick on one but I keep mine closer to the bottom of my enclosure so I am getting what he is feeling instead of what's at the top of the enclosure. Try resting it on top of one of his hides (I didn't stick it, I just rested it there) and see if the reading is different. Also, try not to get it too wet as it might alter the reading.
Have you tried covering one side with a towel? Some people have said that this helps retain heat and humidity well. I have a hooded light/ceramic bulb so I can't say for sure, but it might help.

i have the humidity one on the bottom, you just cant see it cause the plant.
ill get the digital thing and give it a try...
its not so much the humidity itsself im having a problem with, i dont mind spraying it down...
i just dont get why theres mold in it if the humidity isnt that high..
is there anything that i can put in it that will hold the humidity and not get all... moldy?
