Here's my set-up:

I have a rack system made out of 3/4 inch white melamine that holds 28qt Sterilite tubs. I'm using 3" Flex Watt Heat Tape to heat the tubs. I'm using an Herpstat ND. I have the Herpstat's probe taped (with foil tape) directly to the heat tape. I have my Herpstat set to 95 degrees. It says that the current temperature of the heat tape is 94.2 degrees (my temp gun says that it is actually 97 degrees). On the warm side of my 28qt tubs, my temp gun says that it is 92.2 degrees.

Based on the results that I am getting over here, I think it is possible for the heat tape to be around 100 degrees to heat the warm side to 92-94 degrees, but I think 130 is probably a little too high. I have my probe taped right to the heat tape, that way I know that the heat tape should never go above a set degree. If my temperature is always below 98 degrees for example, I know that the inside of my cages should never get warmer than around 94 degrees.
