Ambient room temp of low 70s with a nice ~90 degree hot spot is fine IMO. If you want to keep things a bit warmer then I'd suggest an oil filled radiator in the room.

Another good idea is to use a window insulation kit on all the windows in your herp room. That will help to avoid cold drafts and hold the heat in the room better.
