To be honest, it doesn't really seem worth the price to me. If you've got money to throw around, great. Most of the things you mentioned are actually covered by using an oil filled radiator heater. You can get rid of the hot/cold spots easily just by using a few strategically placed fans. My snake room isn't real big, just a spare bedroom -- but I've got a single heater in there with a small (I think its around 8 inches maybe?) fan near the ceiling angled down to circulate the heat, and I have no hot or cold spots. Every spot in the room is within 1 degree of 83, which is what I have the thermostat set to.
