I would try soaking and various recommended methods for removing the eyecap, but if that doesn't work, take him to an EXPERIENCED reptile vet. We had a female with an eye like that one, and we couldn't get the cap off, but kept humidity high--she shed within the week, and the cap came off and the eye was fine underneath it. It's not something to risk, since there could be damage to the eye if infection starts/continues.
