Can humidity be too high?

My humidity is too low, whats the best way to up the humidity and keep it at that humidity.

-a second water dish
-adding moss
-spraying that moss with warm water in a spraybottle
-covering 1/2 of the top of your aquarium with plexi-glass or foil

-using under tank heating pads instead of lamps, but i am not sure if u even are using lamps or have an aquarium. But those tweaks have solved my humidity issues in the past.
