my understanding is... procedure asks for backup, every officer in the area responds so there is always someone going to the scene instead of hearing "i thought you were going to go" Its for the officers safety, as well as the public. You dont know what these teens could have or do.. come on doesnt anyone watch the news? How many officers have to be killed before the officers can be looked at as the good guy? I know there have been FOUR within two counties recently, FOUR officers killed DOING THEIR JOB! if people werent breaking the law there would be nothing to worry about.
