what your reffering to in spiders is called

Head Wobbles or Wobbles .

there are spiders on the market that dont have these issues but in a sad case most of the spiders do tend to show .
it really doesnt affect anyhting as far as breeding or health wise , least not from what i researched , but it makes them act a little awkward when trying to hold their head up ..
most of the spiders i have seen with wobbles arent really all floppy so to say but they have trouble keeping their head straight ..

in everything i have read about it its not a leathal issue nor is it passable to other snakes . but it can be genetically passed to their babies and yet again it could skip over their babies ..

Not all spiders have Head Wobbles best thing to do is just search around different breeders and ask questions if they show signs of having it there are quite a few that have no trace of the problem .. little shopping around and im sure you can find one easily .
