This is your common colombian "red-tail" boa. The rainbow effect is just iridescence from light interacting with the scales, not the type of boa.

I think it's that phone game, some one says "red tail" boa, then on down the line it turns into Rainbow boa. They kinda sound the same right?

Yeah so that's just a normal Bci, has a great pattern though.

look at how clean the pattern is, and very reduced, and almost no speckling

I think it's a Bci. The head size relative to the body size indicates a Bci (Bcc's seem to have a larger head relative to body size), also, the body is a little bit more oval shaped and so suggests Bci, also, it seems to have large and noticeable jaw muscles that are not so noticeable in Bcc's.
So, I think it is a Bci with maybe a little bit of a specific locale thrown in...?
