Look at the word 'intoxicated'. IN TOXIC ATED.
Generally alcohol is a poison, it is toxic. Therefore, when they smell the toxicity of someones breath they treat it as if it's something poisonous.. or dangerous.. or potentially harmful through their sense of smell. It seems ok to us, but they smell that and their mind reacts to it as if it would react to a toxic waste or gasoline on the street.

Anyway, thats just what my mind wrapped around, I don't know how logical it really is, but it makes sense to me..
