So... does that mean it is what people refer to when they say chlorhexidine? Or does it mean it is super-duper-somewhat-related-to-chlorhexidine-stuff?

It means that people are not being specific enough.
Chlorhexidine Diacitate is Nolvasan, and is certified against a bunch of viruses. Chlorhexidine Gluconate is the less-expensive generic stuff, and is not certified against viruses, though it may be effective.
