Hi,
Just wanted to add my 2c and say I would take her to the vet as well.
It definately looks like either scale rot or an infected burn in the video but you can't diagnose an animal over the net with any certainty.
I would double check all your heating elements for hot spots or failures and , as you have already done, put her an a nice sterile tank on newspaper or paper towels you can examine and change often. It's a very large area to try and treat yourself and I think the vet would be the only realistic option till it is a little better controled. 
Hope she turns out ok.

What type of heat do you have on her? Heat pad , heat lamp?

How are you controlling your heat pad, and what are you using to measure the temps?
And what is your humidity when she's not in shed? Is it always kept at 80-90%?
I will echo the others, you really need to get her seen by a vet and get treatment. In the meantime, I'd switch her to newspaper and keep it dry. A water bowl on the warm side or in the middle should offer her enough humidity. I use newspaper and my humidity stays 50% at all times, I don't bump during a shed and I have perfect sheds.
Is her enclosure a tub?

i wanna say a BIG BIG thank you for taking the time to post your comments, advice and the help for me and my snake.i have done the neosporin twice a day, keep her in a dry tub with paper towel. the blisters have popped, but the coloration is still there. tomorrow i will be giving her a peroxide/water bath and then give her alil neosporin. i am going to wait until her next shed to take her to the vet if the problem reoccurs . i kno you all must be say WTF ! but like everyone has their own method, im seeing what works. i will keep everyone posted on how she is doing and again, i THANK YOU all.

I would still encourage you to seek veterinary care for your snake - unlike a puppy or a kitten, it can't let you know that it's in pain by whining, or following you around. Waiting to see what works is not fair to the animal's suffering, IMHO.

If I'm not mistaken, didn't you say that this has happened before, that this is not the first time you've had this problem with it? If it is as severe as you say it is, how do you know that more damage is not being done by not having it treated? The neosporin might be just masking the problems and not actually healing it. IMO, it looks really bad and I would have already had it to the vet by now. The third time is NOT the charm, in this case. Please, get the snake to a vet, for the snake's sake.

When your not to busy giveing out advise. Why not take your 1 snake to the vet and see why it is "probably under weight"
