Honestly, your best bet is to find a petstore. Little hole in the wall petstores, or ones that specialize in exotic pets. It's very expensive to ship rats here, much less to europe from the states.
The shipping costs would be worth it if yo purchased a large amount of them. However, I believe it is actually illegal to ship live rats? Don't quote me on that, but I think that the people who are shipping them are doing it illegally.
I would ask around to local pet stores. I am not sure what reptile breeders are in your country, but if there are some, I would contact them and see if they would sell you some.
