I would talk to the owner/manager/whoever is in charge 1st. It may be that they just don't know any better, and I would be willing to give them benefit of doubt that they could change.

When I look back when I started keeping snakes, I was an idiot in some of the things I did. It wasn't because I was negligent, I just didn't know better, and once I did I changed things. Maybe this is the case with him or her.

That being said, if it does fall on deaf ears or they are unwilling to make changes, then I would report them. But I think that reporting before talking to them is being a little rash.
