to get any kind of het. morph from say petco or captive hatched ball python?

Possible but unlikely but then again have you seen this recent thread this guy got a pair of hypo hets and didn't know it but apparently the store owner new they were possible 50% hets and sold them as normals. This is a rare exception and appears to be a private owner not a big chain.
