The exclusion for Epson and Canon is because they micro-chip* their ink cartridges so that, even when refilled, they will report themselves as empty electronically. That said, both can be refilled with the use of a small electronic device that resets the internal chip to "full", saving you loads of cash on overpriced ink.
*further note on microchips, often, they will report empty well before the cartridge is actually out of ink. epson refers to this as a means of ensuring quality prints, because we all know that the last 15-20% of the ink is somehow tainted.
