Stuck shed on teh nose can apparently cause whistling noises that makes people worry about RI. Other signs of a RI you can look up on the first aid section include fluid/bubbles around mouth, holding head up to make breathing easier, constant yawning etc. It's really hard to tell from this distance and I'm no expert. I think your first step should be to get that shed off - a soak then some gentle peeling should do this. If you clear that shed from over her snout and you still hear noises then there is no way around the fact that she needs a vet visit whatever your financial situation. Sorry.
