A very basic difference view (if you are looking for a very technical explanation just do an internet search)
Novalsan - is a bacterialcide and virualcide (so it also kills viruses) as such it is mildly toxic (hence the warnings) it is instantly toxic in the eyes but via skin absorption or inhalation it "can" have an affect on the liver.
Chlorohexadine Gluconate - is just a bacterialcide (for gram neg and gram pos bacterial only) and there for is relatively safe. In fact it is often used as a dental rinse and is used in hospitals all the time for mild cleaning.
