Well...you should have a thermostat no matter what. But it might be your UTH isn't working properly. If it's plugged directly into the wall, it's running at full power--so it should be getting as hot as it's going to get. A thermostat is a way to control how hot the UTH is allowed to get--it basically keeps it from getting TOO hot.

I'd definitely get a thermostat, and (if the UTH really is failing to heat up properly), a new UTH.
