It's fine to link to the picture, fine to link to the thread if it's for discussion and adds to a discussion here. Links to other forums to "recruit" people away are not ok, links to other forums to discuss further here are fine!

However, links to other forums for the purposes of slamming the site, an individual, or other inflammatory action are not allowed.
