Global, the warm-air humidifier would just sit in the room that that tanks are located it. Nothing goes inside the cage, you are just making the room more humid, therefore making the tanks themselves more humid.

And yes, 60% humidity is totally safe for lamps, bulbs, and other electric stuff.
