    rack heat question?

I have a three tub nsreptiles rack with flexwatt (back heat). The room is at 70 degrees. But the tubs are all different temps. The top one is 94-82, the middle is 92-78, the bottom which is actually two hatchling tubs, is 96-80. For each level i have an accurite measuring temps. Thermostat probe is taped to the flexwatt at the very bottom of the unit. Has anyone experienced this? If so any tips or suggestions. I
