Can you contact the previous owner? If so, ask if the snake suffered an injury there in the past...maybe its a scar? I've never heard of scale rot on the dorsal scales like that. Usually its on the belly. But I don't know enough about it to say with certainty. If I were in your shoes, and I could not confirm a scar, I'd take him to a vet to have it checked out.
