FIRST GET RID OF THE BULB IN THE ENCLOSURE
Depending on the extent of the burns I would suggest you to see a vet http://www.arav.org/USMembers.htm
Now here is what you can do, first change your substrate to paper towel, then try to clean up the burn with Betadine. Once cleaned apply some Neosporin or store brand Anti-bacterial ointment (MAKE SURE THERE IS NO PAIN KILLER IN IT).

Re: burns
Yeah its amazing the size of holes they can squeeze their selves through. What did the vet say about the burn?
only thing i can suggest about the gaurd is to either try and source smaller mesh stuff ( not always easy i know) or weave wire into the original one to reduce the gap size - but this is a complete pain in the butt and I'm not sure i'd trust it as anything more than an emergency short term fix.
What size is your snook?
