Temps
I've been having issues with keeping my temps up lately, its been pretty cold the past couple of weeks, so they are lower than normal. With a heat lamp and UTH in a 10 gallon tank, i get a reading of about 80 degrees on the warm side. I have read the sticky on glass tank setup, and have adjusted the screen lid with foil on the bottom and duct tape on top, but it doesn't seem to help. I've been thinking of buying a thermostat as well, but they are pretty expensive, is there anything else i can do?

The sticky-on-glass thermometers aren't accurate for ambient SNAKE temp needs. They're good only for the aquariums. (I've learned from personal experience and the good members here. ) The round analogs that stick on the glass that the pet stores push on you aren't accurate either.
Go to Wal-Mart or Fred Meyer/Home Depot or Lowe's and get an Acurite Indoor/Outdoor w/humidity. They're only about $11 and you get the hot, the cool AND the humidity, all in one unit. Preeeeetty SLICK!
Out of our 14 snakes, I'm using 8 acurites, and the rest are the digitals that are the temp/humidity in one unit (on the inside/cool) and a digital thermometer probe on the warm on the others...all little shoebox tubs. The tanks and biiiiiiig tubs are the acurites. Much more convenient.
If you don't have, or can't afford a thermostat, then you need to use a dimmer/rheostat to help get and keep the temps right.

I'm nnot really sure whether the thermometer/hygrometer i'm using is very accurate. I bought it at a petco, it was like $20. The brand is Flukers. Is this a good brand to use?

I personally do not know anything about Flukers. I bought an accurite at lowes for 12 dollars and it works great! gives warm side temp, ambient air temp and humidity!

he didn't say he had a sticky on glass thermometer .... he said he read the sticky (thread) on glass tank set ups

You could wrap the tank w/the reflectix to insulate the heat back to the tank.
do you have it away from drafts/windows/outter walls????? Those will all make the glass tank difficult to heat enough.

I keep it on the desk in my room, which is right by my window. I don't really have any other hard surfaces to put it on, but i have tried to make it a little less drafty by placing a towel at the base of the window, which (maybe) prevents cold air from getting in. And I am using a stick on thermometer/hygrometer, just not sure if its a good brand or not, kinda new to this.
