Balls are ground-dwelling snakes and probably do not feel very comfortable being held. More than likely, they're just holding on and getting a good grip to feel secure.

The only time they would seriously constrict you would be if you they mistook your hand for a rodent and tried to "kill" your arm. Believe me, you couldn't mistake that type of constriction.
