Looks like its an on/off type. As far as proportional:

1. Helix
2. Herpstat
3. Big Apple Herp "Herp Power"

Not sure where you live or what the availability is (I assume UK from the ebay listing) but the company who makes the 300W tstat you linked also appears to make a proportional:
