Dreamweaver is the most popular application to create websites. However it's made by Macromedia which has just been bought by Adobe. Adobe have thier own excellent website application called GoLive. With Adobes track record if you are going to buy and learn an application now I have to strongly suggest GoLive.

I generally host my own websites on my own broadband connection. All you need is a cheap computer, webservers do not need to be anything fancy. Install Linux or windows - run Apache, set up a firewall - tada... webserver.

This works well for low to medium traffic sites and all the software for the webserver is free (apart from Windows). If you have a good stable internet connection it really is my preference. And will save you in hosting fees in the long term, plus you can make instant updates and so on without having to mess about with someone elses file system and uploading
