What is the best substrate to use for ball pythons?

I dont really know if theres a best but the most common I see are aspen shavings/chips and newspaper

Aspen is wood shavings. You can't use pine or cedar.. but aspen is fine. Very easy to find in any pet store.

Another favorite is cypress mulch.
