Effects of no temp drop at night
I am sure this is a newbie question but I am a newbie.
Plan and simply, what are the negitive effects?

There are no negative effects at all!
On the positive side, your snake will have a better appetite and be less likely to fast with no night time temp drop.
Ball pythons thrive when kept at constant temps all year long ... 82-84 on one side of the cage, 92-94 on the other.

A night time drop is used by some breeders to induce breeding, although many breeders also have success without it.
The idea of a night time drop for non-breeding snakes is talked about in many older books on snake care because years ago while keepers were still trying to figure how to successfully keep these animals, they tried to mimic their natural conditions as much as possible. With all we know today about the captive husbandry of reptiles, a night time drop just isn't something thats commonly done anymore.

What if the nighttime drop is 2-3 degrees. Say you keep the cool end 83 and it drops to 80. Will that have any kind of effect.

It shouldn't, but it could. Ball pythons are very sensitive to even the slightest changes in temperature. For the most part, a couple of degrees won't matter because they can actually sense the changes in temperature that are going on outside of your home during the changing seasons! 
Just make sure you keep them temps above 80 to avoid any chance of a respiratory infection.
