650 is tiny for a WC girl ... she may be a 03 or older CH animal that was just never trained to eat well.
If she is actually WC, the best advice I can give you is to set her up in a small rubbermaid (28 qt tops) in a closet (no lights, no surrounding activity) with some cypress mulch. Get a small hide box that barely fits around her and bury the sides and back down into the mulch and leave her there. Keep her very warm (high 80's). I'd wait 4 - 6 weeks before offering her food. Then slowly start offering her small meals. If she eats, don't push it, every other week is fine at first. She's going to need to learn the "rythm" of captivity and it is going to take a while.
I've gotten all of my WC girls to eat like champs sooner or later using this method.
