If it was sold to you as a female, chances are it probably is. The hemipenis in a male at that size would be WAY larger than that.
Thats my .02 anyway.

My advice is to go have your snake probed by a herp vet. This should answer all your questions (Is it a male/female, and why is it just hanging out, ect ect ect). I'm not by any means an expert but on the males that I have seen their is usually a white piece of skin that is attached to the pink sides showing so I'm guessing that it is a female. i hope that sass and forrest are right and that it is, in fact, a female. i did some searching online last night and found this which is what really made me think that i might have a male. that is very similar to the way that my snake (norah...norman?) looks when it everts itself. the hemipenis/unidentified bulges do come out a little more than shown in my pics--it's a bit hard to hold the tail and snap the pic at the same time. in any case, we have an appointment scheduled to see the vet first thing monday morning so hopefully that will clear some things up.
as for what i can do if it does turn out to be male, i'm not really sure. i haven't contacted the people i got her from and won't until i know something for sure. i have two other females (i hope) from them as well and have so far been very pleased with them. they seem like really nice people--they do some breeding but i believe that a lot of the adult snakes they sell are ones that they acquire from other pet shops, people that don't want them anymore, etc. i think they would be willing to work with me but since it has been 4-5 months or so since i actually bought this snake i'm not really sure. but no need to worry about that until i find out for sure what the sex is anyhow.

No hemipenes in that picture, but it doesn't mean that they are not there. They are just not hanging out! From those angles it's hard to really see anything. FWIW, hemipenes are dark dark dark red ... much darker than the exposed tissue in the pic.
Lots of ball pythons will just evert all of their "junk" out at you when they're pi$$ed off. It's common.
Sorry I don't have a definite answer.

well my vet appt. got moved to friday so i still don't have an answer there either. is there any other reason they might evert themselves like that? norah has never seemed angry or upset for any reason (not to say that she never has been, just not that i can tell). she is actually my most outgoing, calm and friendly snake and an extremely easy keeper--always eats, regular poops, regular sheds, pretty much predictable in every way. she is the snake that i take out for people to hold because i trust her not to have any weird moments and strike or get jumpy.
