Within city ordinance sure, that's one thing. But as always with these things it's giving an inch and taking a mile. And of course the extremely vague terms of "exotic" when something like, say, rabbits and mice have been domesticated for millennia. Only reason they don't go after dogs and cats (despite the latter causing far more ecological harm than almost anything else combined) is because that's the one thing the masses will rake them across the coals for.
